EDMOND — An additional use to allow low-speed vehicles to be sold at Heartland Outdoors shooting range was approved 4-1 Monday night by the Edmond City Council.
However, business owner Shawn Forth withdrew his request for allowing one LSV outside Heartland Outdoors, said Randel Shadid, representing Heartland Outdoors.
Heartland Outdoors offers a 14-lane gun range and a four-lane, 3D archery range. The indoor range occupies about 8,500 square feet with 1,500 feet for retail storage, said Bob Schiermeyer, city planner.
New rules with the new Title 22 zoning laws made it necessary for the item to come before the City Council because these electric vehicles are now classified as vehicles, Shadid said.
“We’ve got to be extremely clear as to why we’re doing this, because the next person is going to come along and say, ‘Oh well, it’s E2 use. So it’s open season for E2,’” said Elizabeth Waner, city councilwoman. There will never be an ordinance that covers every single use, she said.
E2 outdoor display would not be appropriate zoning to allow the retail use of LSVs, Shadid said. So he asked for a Planned Unit Development zoning to allow Forth to sell the LSVs with no outdoor display. Shadid said somebody else could continue selling LSVs at the site if his client went out of the gun and archery range business. But the only other usage for the property is D1 restricted commercial.
“We don’t need to amend the plan every time we do a PUD,” said Charles Lamb, city councilman. “Under the current procedures, and the way we’re processing and have noted this application, we made a plan to get to the PUD zoning.”
Shadid said the noise-proof LSV has been a lucrative product for Heartland Outdoors.
Councilman Wayne Page told The Edmond Sun that he objected to a higher class of PUD zoning from what was originally D-O suburban office usage.
“We’ve ended up with a development we never should have had there with storage units in the back butting up against the houses,” Page said.
