Space limitations cause for moving of sign

EDMOND — The Edmond City Council agreed 4-1 this week to allow a ground sign variance for Autumn Leaves Assisted Living Center, 1001 S. Bryant. Councilwoman Elizabeth Waner cast the no vote.

Passage of the item will place the ground sign location on the 70-foot right-of-way of Bryant Avenue between the sidewalk and the curb, said Bob Schiermeyer, city planner.

The La Salle Group requested the variance because they are running out of space at the construction site for the 25,000-square-foot assisted living and memory care center, Schiermeyer said. The ideal location of the 30.53-square-foot sign happens to be where a sanitary sewer line exists, he said. There is also an OG&E electric line along Bryant that will not allow for a sign placement under it, Schiermeyer said.

An agreement has been made with Oklahoma Natural Gas Co. for permission to place the sign over its line, Schiermeyer said.

“The Planning Commission did recommend approval,” Schiermeyer said. “The condition of it is that if (the sign) is requested to be moved within a reasonable time, they will move it at their cost.”

Mayor Charles Lamb said it is impossible to know where the sign could be moved after its installation because of geometrical changes in the roadway.

“You would be reducing your options where it could go,” Waner said.

The conditions of whether the sign would need to be moved in the future are too numerous to note, Schiermeyer said. But it could include expanding a right-turn lane on Ninth Street or the widening of Bryant, he said.

Waner was concerned that the item was not discussed as part of the site plan. She also said that she is not a fan of sign variances.

The brick structure around the sign is counted for the height, which is allowed at 6 feet, but is not counted as part of the copy of the sign for measuring size, Schiermeyer said.

“It is not internally illuminated. It is uplit,” said John Featherston, representing the La Salle Group.
