EDMOND CITY COUNCIL

The Edmond City Council and the Central Edmond Urban Development Board will meet in a workshop session from 3-5 p.m. Monday in the Edmond City Council Chambers, 20 S. Littler. The following items are on the agenda:

1. Presentation and Discussion with ACOG and the Northern Flier Alliance for Rail Transportation in Central Oklahoma and Possible Development of a railway station in Edmond.

EDMOND CITY COUNCIL

The Edmond City Council and Edmond Public Works Authority will meet at 5:30 p.m. Monday in City Council Chambers, 20 S. Littler. The following items are on the agenda:

1. Call to order by Mayor Dan O’Neil.

2. Approval of Dec. 22 Edmond City Council meeting minutes.

3. City Council presentations:

A) City Manager’s Progress Report.

4. City Council appointments to boards and commissions:

A) Mayor’s appointment of Terry Severson to the Citizens Participation Committee to replace Jerry James.

5. General Consent Items:

A) Consideration of approval of Administrative Items:

1) Approval of a Federal Emergency Management Agency Conditional letter of map revision application and a floodplain development permit for asphalt roads and bridge located in the FEMA Regulatory Floodplains of the Deep Fork River and Soldier Creek in the vicinity of Highway 66 and Westminster and Anderson Roads (Arcadia Farms LLC).

2) Approval to send letter of non-participation to the City of Guthrie in reference to the City of Edmond appointing two residents to the GEOPORT Joint Airport Zoning Board.

3) Approval of transfer of appropriation — restore budget for rodeo arena lighting in the current Park Tax Fund; $160,000.

4) Approval of transfer of appropriation — reimburse 2000 Capital Projects Sales Tax Fund for expenses that should have been charged to the Fire Public Safety Limited Tax Fund; $271,638.92.

5) Approval of transfer of appropriation — General Fund-Park Maintenance Department were budgeted for Rodkey House improvements; $30,000.

6) Approval of supplemental appropriation — to recognize the additional grant funds that will be received to fund the Centennial Grove projects at I-35; $34,305.

7) Approval of 2009 State and Federal Legislative Issues.

8) Acceptance of easements:

a) Lambrecht Properties LLC — electric easement, 2201 S. Fretz Ave.

b) Edmond Public Schools — electric easement, 53 E. 12th St.

9) Acceptance of Public Improvements and Maintenance Bonds:

a) Storm sewer, paving, grading, drainage and bridge Improvements — Golden Gate at Twin Bridges Addition.

b) Street repair at 235 W. Hurd St.

c) FY 07-08 Spring Street overlay project.

d) Spring Creek sanitary sewer improvements (Rankin to Pine Oak)

e) Fireline — Ministries of Jesus, 1200 E. I-35 Frontage Road.

f) Paving and drainage — Esperanza Apartment Development, 304 E. Edwards St.

g) Waterline — Covell Road and Covell Village Drive.

h) Detention basin improvements — Edmond Business Park, 411 S. State St.

i) Trickle channel, discharge head wall and flume — 410/418 Enterprise

j) FY 07-08 School Zone Improvement Project

k) Drainage flume — 2416 and 2500 Mission Road

10) Acknowledge receipt of Oklahoma Department of Environmental Quality construction permits for Landings II at Stonebridge, Belmont Park II, Fairfax Estates VII and Summit II at Oaktree.

B) Approval of purchases:

1) Acceptance of bid and approval of contract for the Centennial Groves Landscape Phase II Project and resolution appointing purchasing agent for Community Image; $128,356.20.

2) Approval of budgeted funds for capital and operating expenditures for the Guthrie/Edmond Regional Airport; $7,148.91.

3) Acceptance of bid and approval of contract for the Children’s Safety Village Concrete Work Project and resolution appointing purchasing agent for the Fire Department; $61,475.

4) Acceptance of bid for a pumper bed for the Fire Department; $42,400.

5) Approval of bid disposition by the purchasing manager for miscellaneous Emergency Medical Services supplies and equipment (including renewal options) for the Fire Department for an estimated annual amount of $35,000.

6. Approval of Dec. 22 EPWA meeting minutes.

7. General consent Items:

A) Approval of purchases:

1) Approval of Change Order No. 2 to the construction contract with Young General Constructors LLC for the Spring Creek Sanitary Sewer Improvements Project, Rankin to Pine Oak (CD05-0007) — reduces contract by $14,670.95.

Adjourn Public Works Authority meeting and reconvene City Council meeting.

8. Public hearing and consideration of an extension of The Falls Condominiums to include site plan for the special use permit, located east of Vista Lane, south of Second Street. (The Falls LLC)

9. Public hearing and consideration of an ordinance rezoning from “A” Single Family Dwelling to “D-O” Suburban Office District located on the north side of Thirty Third Street, half a mile west of Bryant. (Thirty Third Street Partners LLC)

10. Public hearing and consideration of an ordinance Edmond Plan amendment from Single Family PUD to Planned Unit Development on an 8.8 acre tract west of Kelly, north of Coffee Creek Road. (Oak Tree Park Development LLC) Emergency approval required.

11. Public hearing and consideration of an ordinance rezoning from “A” PUD Single Family Planned Unit Development to PUD Planned Unit Development on an 8.8 acre tract west of Kelly, north of Coffee Creek Road. (Oak Tree Park Development LLC)

12. Public hearing and consideration of request for a variance from the Transportation Study Ordinance #3097 regarding right- of-way requirements along Covell, west of Sooner Road for the proposed Fairfax Business Park. (J.W. Armstrong)
