Arizona tip leads to immigrant ID theft arrest

EDMOND — A call from an Arizona police department led to the arrest of an alleged illegal immigrant who was using a stolen Social Security number to work at an Edmond restaurant, police said.

On April 12, Edmond Police Detective Marion Cain received information from the police department in Gilbert, Ariz., regarding a person in Edmond who was possibly involved in identity theft, according to a report filed by Cain.

When the victim attempted to file a tax return for 2011, the Internal Revenue Service told him a return had already been filed with his Social Security number, police said.

The victim was further informed that the person using his number was living in Edmond and working at the Panera Bread at 1472 S. 15th St., police said. The Gilbert PD sent Cain a copy of their report detailing the information.

On June 19, Cain spoke on a voluntary basis in a restaurant office with the person who was using the assumed name of the victim, police said in an incident report. When the detective asked for his Social Security number, the person was only able to produce a tax ID number, police said.

Cain then asked the person why the victim was told someone else used his Social Security number, police said. The person explained that two years ago he bought a number for $600, police said. During that transaction, he made the arrangements over the telephone with an unknown person.

The person said he knew what he did was wrong, but he needed a Social Security number to obtain employment, police said. Cain arrested the person and transported him to the city jail for booking.

During the booking process, it was determined that the person’s true name is Francisco Javier Rios-Lucero, and that he is in the United States illegally, according to the police report. He said the person who sold him the card was possibly in California and that he paid for it using a $600 money order, police said.

The suspect faces complaints of actual physical control and manufacturing a false ID document, police said. He was in U.S. Immigration and Customs Enforcement custody, according to county jail records.

3 miles of Broadway restoration nears completion
Work to restore 3 miles of Broadway from Waterloo to Simpson was near completion Friday, said Mark Sharpton, District 1 county commissioner. Atlas Paving Company began the process of resurfacing the road this week.
“Another improvement on the roadway will be the application of new safety striping,” Sharpton said.
A recent bid letting by the Oklahoma Department of Transportation resulted in Action Supply being the lowest bidder at $27,752.30. The bid will be awarded June 3, Sharpton said.
