Grand jury indicts Edmond woman for alleged bribery

EDMOND — An Edmond woman seeking an instructor’s license from the state cosmetology board promised to pay a board investigator $4,000 for helping her pass an oral exam, a grand jury alleges.

The Oklahoma State Board of Cosmetology establishes and enforces safety and sanitation practice standards. In Oklahoma, cosmetology, facial and nail technology may only be performed by individuals who hold a valid state license and who work in a licensed facility or hold a valid work permit.

In the indictment, unsealed Thursday morning in Oklahoma County District Court, the multicounty grand jury accuses the applicant of committing the crime of bribery on May 28.

The applicant was seeking an instructor’s license from the Oklahoma Cosmetology Board, according to the indictment. She feloniously promised to pay Patricia Migliaccio, whom she knew was an investigator, the $4,000, the grand jury alleges.

The applicant, who is Asian and not perfectly fluent in reading the English language, wanted Migliaccio to help her pass the exam by providing the correct answers by hand or finger signals while she was taking the test, according to the indictment.

On Thursday the applicant, Tina Thi Vo, 48, of Edmond, appeared with attorney Robert Wyatt in court out of custody for the unsealing of the indictment. It was read aloud and the defendant was charged with one count of bribery, a felony. She entered a plea of not guilty. Vo’s formal arraignment was scheduled for Sept. 19. Her bond was set at $5,000.

If convicted, Vo faces up to five years in prison and up to a $10,000 fine.

In separate indictment filed Thursday in Oklahoma County District Court, the grand jury alleges that Migliaccio, 63, of Moore, committed the crime of asking for a gratuity from Vo assuring her that she would pass the exam by being provided the correct answers during the exam.

If convicted, Migliaccio faces up to one year in jail and up to a $500 fine.

Attorney information for Migliaccio was not available. Other court information was also not available.

The Edmond Sun could not confirm Migliaccio’s employment status with the Oklahoma State Board of Cosmetology. She was not listed as one of the board’s inspection field staff. The board is seeking a cosmetology inspector and the filing deadline is Sept. 21.
