Police: Edmond logs city’s largest LSD bust

EDMOND — Months after Edmond had its largest marijuana bust the city has made its largest ever seizure of LSD, police said.

An 18-year-old Oklahoma City suspect faces an anticipated aggravated trafficking complaint after 1,041 doses of LSD were found during a traffic stop on Sunday, police said.

Police spokeswoman Glynda Chu said an alert officer made the stop that has led to the largest LSD bust ever seen in Edmond. LSD is not a drug usually seen here, and this large amount is unusual, Chu said.

“We are very glad to have it off the streets,” she said. “It can be very dangerous because it looks like paper, and when moist is dissolved into the skin and can easily lead to an overdose. It is a strong hallucinogen and may cause users to become violent, and a danger to themselves and others.”

At about 10 p.m. Sunday, Police Officer Neil Martin was driving northbound in the 2100 block of Broadway when he noticed a silver truck — a 1997 Mazda — traveling northbound ahead of him, according to a report filed by Officer Martin.

In his narrative, the officer stated that he saw the truck change lanes abruptly without allowing due time or distance for other vehicles. The truck was stopped at Broadway and South Avenue and the driver agreed with the stop and was apologetic, police said.

“I noticed his hands were shaking badly when handing me his license and expired insurance,” Officer Martin stated.

Officer Martin had the driver get out of the truck and during a casual conversation in his patrol car the officer asked the suspect what brought him to Edmond, police said.

The driver said he had picked up a passenger in Edmond and they were headed to a party in the Britton-Broadway area, police said. After asking if he had been trouble with the law before, Officer Martin told the driver he believed something else was happening, possibly criminal, police said.

When Officer Martin asked the driver if he had anything illegal in the truck, he said he did not, police said. He did say there had been marijuana in it within the past few days, but not then, police said.

Officer Martin deployed his K-9 partner Mambo to conduct a free air sniff of the truck, police said. They approached it from behind and the officer ran Mambo down the driver side of the vehicle, according to Martin’s report.

At the front driver door, Mambo began sniffing the bottom of the passenger door seam, police said. He scratched at it briefly before attempting to bite and remove the mud flap adjacent to the seam, police said.

As Police Officer Ben Daves checked the driver’s right front pocket, he removed a small foil rectangle. Officer Martin asked the driver if the item was LSD and he said it was, the report states.

Officer Martin placed the driver in his patrol car and informed him officers would be searching his vehicle due to the K-9 alert, police said.

During the probable cause search of the vehicle, Officer Daves located a white envelope in a jacket in the front seat, police said. Inside was a white piece of heavy paper wrapped in foil with marks denoting several hundred small square grids; each grid is commonly a single dosage of LSD, the report states.

Inside the driver’s wallet Officer Martin found two smaller sections of gridded paper also wrapped in foil, police said. They were half the size of the large sheet. In the center console area he located two small plastic and glass items with a powdery residue; they appeared to be some sort of snorting device, police said. The driver said they were called “bullets” and are used to snort grams of cocaine, the report states.

Shortly after the discoveries, Officer Martin arrested Eliot Matos Casiano, 18, of Oklahoma City, on an aggravated trafficking of LSD complaint and on a possession of drug paraphernalia complaint, the report states.

Detectives Greg Hunt and Tony Newsom arrived and helped move the suspect’s vehicle to a secure Police Department storage facility, police said. At the station, after being advised of his legal rights, the suspect spoke to the detectives. That section of the report was redacted.

At the station, Officer Martin counted the different sheets of LSD. The total dosages seized was 1,041, according to the report.

Casiano was booked into the county jail on Monday. His bond was set at $25,000, according to Oklahoma County records.
