Turning Point Ministries plans new housing development

EDMOND — The Edmond Planning Commission agreed to a request by Turning Point Ministries this week to rezone property from single family to planned unit development and approve the preliminary plat. Planing Commission Chairman Barry Moore voted no in the 4-1 preliminary plat decision. Commissioners voted 5-0 to rezone the property.

Turning Point Ministries provides a bridge between Habitat for Humanity and the community. This ministry has been instrumental in the development of Legacy Station, a 12-home community located between the downtown post office and the railroad.

Heritage Village is proposed to be located west of Fretz, just more than one-quarter mile north of Edmond Road.

Some of the 37 single-family lots are 40 feet by 90 feet, most are 60 feet by 120 feet, said Bob Schiermeyer, city planner.

“It’s not multi-family; it’s not senior housing,” Schiermeyer said. The plat meets all City of Edmond requirements, Schiermeyer said.

Detached homes on the 7.72 acres may range from 800 square feet to 1,600 square feet, Schiermeyer said. Homes will vary in size to accommodate either single persons or families, said engineer Ernie Isch, representing the applicant.

“This addition will connect to Walnut Street to the south and provide a new connection to Fretz,” Schiermeyer said. “There is a creek area to the north and there is no need for a stub-out to that location. The addition will provide for public streets.”

Plans call for offsite drainage passing through the property to flow into a detention area designated on the southwest portion of the property. Other water to the north will drain into a creek in an existing flood plain, Isch said.

Traffic will defer to Fretz, Isch said. Nearby residents said the development would bring traffic congestion to the area. Brenda Lee said it took her 15 minutes to leave her driveway to come to the 5:30 p.m. Planning Commission meeting.

“We don’t intend to have a perimeter fence around the entire property,” Isch said. “We will have individual fenced-in fences on the lots as buildings are erected.”

The item will go before the City Council on May 13.
