Fence agreement nets commission approval for senior housing plan

EDMOND — A good-faith fence line agreement brought the Edmond Planning Commission to recommend approval for the final plat of Mon Abri. This week’s vote was 4-0.

Developer Ron Walters plans to build a group of duplexes and “fiveplexes” for senior citizens. Mon Abri is proposed to be on 87 acres of property on the east side of Broadway, south of Covell Road, said Bob Schiermeyer, city planner.

The Rock Hollow Neighborhood Association asked for its 6-foot fence to be removed, and that the developer provide all new posts in building a new fence.

“They see the problem of having the dual fences. That is a concern of the homeowners,” Planning Commissioner Mark Hoose said to Walters. “I understand you’ve got the right to build an 8-foot stockade fence.”

The existing fence belongs to the Rock Hollow homeowners association. The homeowners said they have determined that it will not work to fasten an 8-foot fence to the 6-foot metal poles that secure their existing fence. So Walters said he would accept the homeowners’ condition not to weld a new fence to the existing fence.

“We will have to have it in good faith before the time this arrives at (City) Council on July 8,” said Barry Moore, commission chairman.

R.W. Development LLC was directed to meet again with the homeowners association regarding extending the fence. The Planning Commission’s recommendation to the council depends on whether Walters will agree to homeowners’ request of building a common property line fence in the event the two parties disagree about Walters’ intentions to extend a new fence from the existing fence.

Parallel parking will prevent vehicles facing the neighbors to the south, Schiermeyer said. The only entrance to this development will be from Broadway. There is no street connection from the Rock Hollow neighborhood.

Each Mon Abri residence would be at least 50 feet from the Rock Hollow fence line Schiermeyer said.
