Commission approves Coltrane office plan

EDMOND — The commercial site plan and preliminary plat for the proposed Creek Bend Plaza office building were approved this week by the Edmond Planning Commission.

The area is east of Coltrane, less than one-half mile south of East Second Street. Chimney Hill addition is to the west of the property.

“The building is about 18,000 square feet, two story. The height of the building is 22 feet,” said Bob Schiermeyer, city planner.

A site-proof fence will be extended along the north boundary across from the lot, said Doug Klassen of MKEC Engineering Consultants. He agreed with a suggestion by Planning Commissioner Lydia Lee to install the fence before construction begins in order to protect other property.

“We’re very concerned about the flooding issue,” said Susan Spencer, who lives nearby the proposed development. “We had real problems with the flood on June 14. It came up my driveway.”

There are no plans for a retaining wall. No detention will be needed for the site as the natural flow of water would direct storm water to a channel leading to Arcadia Lake, said Steve Manek, city engineer. No detention for the site was also recommended by the Stormwater Advisory Board.

“Potentially detaining it could cause worse flooding than what we have right now,” said Klassen, representing applicant John Harrington, Funds for Learning LLC.

Spencer said the site is rich in trees and wildlife, so she is concerned the development will alter the beauty of the area. Dust, quality of life, disruption, heat from the parking lot and light pollution are concerns for Spencer, she said.

“We were told there will be lights late at night at the community connection meeting and it’s pretty close to my neighborhood,” Spencer said.

The 24-foot light poles planned at the site meet city code requirements, Schiermeyer said.

No tree preservation is planned for most of the lot, Klassen said. Dirt work will be done on the entire piece, he said.

“There is a section on the northwest corner where that large tree is on the site plan that we don’t plan to disturb,” Klassen said.
