Henry signs prison education law

OKLAHOMA CITY — Gov. Brad Henry has signed legislation that will raise the level of education available in state prisons.

The measure is one of dozens of bills that Henry signed on Tuesday, when the state Senate adjourned the 2009 Oklahoma Legislature. The House adjourned on Friday.

The measure by House Democratic Leader Danny Morgan of Prague would require that all state prisons offer education programs up to a 12th-grade level. That significantly raises the bar from the previous level of 8th grade.

Morgan says that opportunities are already limited for people with an 8th-grade education. He says that when you add the stigma of a prison sentence, most prisoners wouldn't have much of a chance to make it in the real world.
