Zoning hurdle met for new Covell grocery store

EDMOND — Rezoning property to allow a large grocery store on a 36.75-acre parcel on the northwest corner of Sooner Road and Covell Road was agreed to 5-0 by the Edmond Planning Commission this week.

Fairfax Joint Ventures LLC is asking for permission by the city to rezone from a single family planned unit development to a general commercial PUD, said Bob Schiermeyer, city planner.

“They have another pad site to the north which could be a (multi-story) hotel,” Schiermeyer said.

A grocery store of more than 100,000 square feet would be the main building to anchor other retail pad sites and restaurants to be along Covell, Schiermeyer said.

The space is one of a few areas remaining in Edmond for retail development, said attorney Todd McKinnis, representing developer J.W. Armstrong. The grocery store would operate  24 hours a day and could have drive-through windows.

“We have a great buffer in the form of a golf course to the west and to the north,” McKinnis said. “We have a collector street that will be extended and move north and east out on the road.”

The development would not be near any single family homes. Fairfax Farms addition is to the west of the property. Other additions, Augusta Farms and Shadow Valley, are to the south, of the parcel, Schiermeyer said.

“I think you are going to see a PUD application coming soon on Covell Road,” McKinnis said.

No flood plain is on the property. Sanitary sewer is available to the north and west in the Fairfax development and will be required to be extended at the developer’s expense, Schiermeyer said.

“What I think is exciting about this property is it is a culmination of a lot of time and effort along Covell Road and the development on the northeast corner (of Interstate 35 and Covell) with the hotel and conference center,” McKinnis said.

A traffic signal is justified at Covell and Fairfax Boulevard, according to the city.

McKinnis said new developments on Covell Road and Interstate 35 are spurring economic activity in the area with the with groundbreaking for the Summit Sports Complex, a Hilton Garden Inn hotel conference center and the opening of the Francis Tuttle Business Innovation Center.
